The Dutch state has reached agreement on compensation with the mother of a Russian dissident who killed himself in a Dutch cell where he was awaiting deportation.

The deal still has to be finalised and the amount of money involved is not being revealed, a justice ministry spokeswoman told Nos television.

An official report into Aleksander Dolmatov’s suicide last year said the Dutch state had been negligent in a number of areas.

Failings

Organisations, procedures and systems throughout the chain for dealing with asylum applications had failed, as had those supporting him with legal and medical help.

Dolmatov should not have been held in detention because he was appealing against having his claim for asylum rejected, the report said. In addition, paperwork from the immigration police about Dolmatov contained the wrong information.

Junior justice minister Fred Teeven said at the time the Dutch state took full responsibility for the mistakes and was in talks with his family about financial compensation.
