Duterte set to arrive at ICC prison later on Wednesday

Former Philippines president Rodrigo Duterte is expected to arrive in the Netherlands later on Wednesday, following his arrest in Manila, broadcaster NOS has reported.

Duterte was flown to Dubai on Tuesday and is scheduled to arrive at Rotterdam Airport later today, NOS said. From there, he will be taken to the high-security wing at Scheveningen prison, where individuals due to appear before the International Criminal Court in The Hague are held.

Duterte was arrested on his return to Manila from Hong Kong. He is wanted by the ICC for crimes against humanity relating to his “war on drugs”, in which thousands of people – both dealers and users – were killed.

The United Nations Detention Unit, as the prison wing is called, was set up to operate under the highest possible standards for prisons, with respect for human rights. Prisoners are handcuffed as little as possible, and there is a gym, educational facilities, and a separate space to meet family members, NOS said.

According to a UN website, five other people are currently being held there.

The ICC began its investigation into Duterte in 2018, and according to the New York Times, the arrest warrant had been kept secret.

He unilaterally withdrew the Philippines from the court’s founding treaty in 2019.

The ICC has so far declined to comment on reports that the former president had been arrested on its behalf.

The agency’s website states that the investigation into the Philippines covers “any alleged crime within the jurisdiction of the court… committed in the Philippines between 1 November 2011 and 16 March 2019 in the context of the so-called ‘war on drugs’ campaign”.
