The Netherlands will issue an extradition request to Turkey for one of two female IS members who reached the Dutch embassy in Ankara this week with three of their children, broadcaster NOS said on Friday.

The other woman has had her Dutch nationality withdrawn and is therefore not eligible to be brought back, justice minister Ferd Grapperhaus said.

The women escaped from a prison camp in north east Syria where they had been held and are now in a Turkish prison, in line with regular proceedings. One of the two, named as Fatima H, had lost her dual nationality on Wednesday, the day she arrived in Ankara.

‘The process had been carried out carefully and was begun in September,’ Grapperhaus said. ‘I recommended the decision be enacted on Tuesday afternoon.’

Foreign minister Stef Blok said on Thursday that the Netherlands would issue an extradition order if Turkey decided not to prosecute the women itself. Around 10 Dutch nationals have reported to a Dutch diplomatic mission over the past few years, and in all cases, they were transferred to Dutch control.

Morocco

The case of Fatima H has been complicated because she is no longer Dutch and her children will not be brought back to the Netherlands either, Grapperhaus said. Both women are dual nationals.

H has Moroccan nationality and may well be allowed back there, broadcaster NOS said. ‘In Morocco, the women are seen as wives who followed their men and they have great confidence in their own security services to monitor them,’ correspondent Samira Jadir said.

Officials say around 175 children with Dutch nationality or who can make a claim on Dutch nationality are living in the conflict zone, most of whom were born there.
