People who want to become organ donors must continue to give explicit permission to be included in the donor register, ministers agreed on Friday.

Earlier this week, a government committee set up to look at ways of boosting organ donation recommended switching to an opt-out register. Before the report was out, health minister Ab Klink had made his opposition to the opt-out system known.
